Vehicle access should be provided from the other three sides (south, west, and north), taking into account that fire trucks can move over surfaces with adequate load-bearing capacity and reinforced substrate, not necessarily limited to asphalt surfaces.

AnswerInternal organization of the space can be freely planned, but the key supporting elements, including massive internal walls, are retained. Adjustment of floor heights by translational motion of ceilings is allowed, but this does not apply to moving or removing the massive walls, unless structural analysis shows that such adjustment is possible without undermining building stability.
On the external facades the openings should retain their proportions and rhythm, while for the interior massive walls there are no explicit limitations. Possible changes of the openings are not prohibited, with careful planning which will not undermine building stability.

According to the above analysis, we would tend to believe that in the future, majority of the public would come to the site in the north west direction at the red arrow shows. That brings to the thinking why the planning intentionally exclude the existing north plaza for the project.
The current proposed entrance (showing on yellow arrow) is physically closer to the highway. Even though it could closer to residential area at south side, one of the previous Q&A specifically mentioned there would be no entry from south street. With the future bus stop planned, the junction would be tight to fit various community activities.
The museum Is part of the waterfront development program. The river, which is the main drive is located at north side of the project. Therefore we are thinking if opening the north plaza(at the same time keeping it current function and architectural position as the main entrance ), could be an acceptable option.
Lastly, we might miss it but there seems no future parking space mentioned. We understand that public transportation would be more important. The parking would be more for loading/ employee parking. AnswerOn page 80 of the Contest Program it is stated that for stopping of tourist buses and heavy goods vehicles (HGVs) a joint plateau for temporary stopping of vehicles (“drop-off”) is planned, considering that their simultaneous use is not expected.
However, there is an additional requirement for HGVs: “It is compulsory to provide a corridor/communication for movement of HGVs to the depot space, that is recommended to be planned on the north-west side of the building. This corridor must be built with a base adapted to movement of HGVs, dimensioned according to the expected load and, in terms of layout and levelling, adapted to the planned pedestrian flows.”
