CONTEST RULES

The right to participate in the contest, in accordance with Art. 28. The Regulation on the manner and procedure for the announcement and implementation of the urban-architectural competition (“Official Gazette of the RS”, No. 31/2015) applies to natural persons with a higher professional education in the field of architecture regardless of their territorial affiliation and their personal qualities or legal entities that appoint a person with acquired higher professional education in the field of architecture.

Contest participants have the freedom to include experts from other professions into their teams who would contribute with their professional views and knowledge to the improvement of the contest solutions, as well as students. Contest participants may not be a person who is directly engaged in the preparation and implementation of the Contest, i.e. if he is related or directly cooperates with it, as well as a person who is in the administration or is employed by the body that announces the Contest.

Each of the competition participants, whether individual or group, has the right to participate in this competition with only one application and within only one team.

Mandatory conditions for participation in the competition:

  • The contest application must be submitted on time and in the manner determined by the call for contest.
  • The contest application must be made in the manner of technical-formative processing and contain all the parts specified in the call for contest

The contest is announced in accordance with the Rulebook on the manner and procedure for the announcement and implementation of the urban-architectural competition (“Official Gazette of the RS” No. 31/2015). Each participant in the contest who has downloaded the contest documentation acquires the right to participate in the contest.

By submitting the application, each participant accepts the propositions of this competition.

Participants are required to submit the competition paper in electronic form. Detailed instructions for naming documents and marking the contest entries are given in Chapter 10.4. All files are submitted in pdf format, and text attachments in doc format for more efficient publication.

The content of the contest paper includes:

  1. A notebook with textual statement of reasons and reduced graphic attachments
  2. 2D Graphic Attachments
  3. 3D Graphic Attachments
  4. 3D animation
  5. Material for electronic exhibition

Contest paper and all attachments submitted with the contest paper must be drawn up in Serbian or English.

Within the narrative part of the contest paper (notebook), each participant is obliged to submit a short narrative of the work in up to 500 characters in English for the purpose of international publication of all the contest papers, i.e. in Serbian language, if the contest work is in English.

All participants are required to submit the following documents as part of the contest process:

  1. Notebook with narrative statement of reasons and graphic attachments

The notebook is delivered in .pdf format, with dimensions 42×29.7cm (A3, horizontally oriented page), with illustrations at 150 PPI resolution. The notebook should contain:

  • Description and rationale for the solution.

The rationale should be clearly structured, in accordance with the objectives of the contest and the obligations, guidelines and recommendations given in the Contest task and must contain:

  • Description and rationale of the basic idea of the design of the object and arrangement of the entire space, including a detailed description of the concept of the solution;
  • Description of the spatial-program and functional solution of the new museum, including the description of the zones within the building, the movement diagram as well as the relationship between realized and assigned areas;
  • Description of the layout of the requested contents, functional units and interconnections;
  • Description of the applied constructive solution within the museum building;
  • Description of technical systems, including the concept of protection of the building against water, noise, vibration, fire protection, excessive lighting, energy efficiency and materials used;
  • Ecological concept;
  • Description of the spatial design and functional solution of the access square;
  • Description of the solution of the underground garage in the square, with a description of the access to the building, the number of parking spaces, the construction complex, links with the museum;
  • Description of the technical systems within the garage facility, including the concept of protection of the building against water, vibration, fire protection, energy efficiency and materials used,
  • All graphic attachments reduced to A3 format;
  • Comparative table representation of assigned and realized areas with recapitalization by spatial programming zones/units;
  1. 2. Graphic 2D and 3D attachments
  • Contest area in the context of the immediate environment R=1:500
  • Situational plan of the roof with regulating and levelling elements 1:500
  • Situational plan of the ground floor with parterre landscaping 1:500
  • All Basics R= 1:250
  • Characteristic cross-sections R= 1:250
  • All odds R= 1:250
  • 3D renderings of interiors and exteriors, minimum 1 attachment

Graphic attachments are submitted as files in .pdf format measuring 100x70cm (B1 format), with a resolution of 300 PPI.

  1. 3D Animation
  • Animation lasting up to one minute
  1. Material for electronic exhibition

The material needs to be submitted in .jpg format, a total of 5 attachments, 2000px-width-horizontally oriented in the RGB system, at a resolution of 150 PPI. Each attachment should carry the code of work. These attachments must also be anonymous with a unique code, defined in Chapter 10.4.

All the above-mentioned elements and annexes of the competition paper, text and graphic annexes of the mentioned content, constitute mandatory parts of the contest work. Papers that do not contain the above and required elements and attachments will not be considered.

  • Other graphic contributions — at the choice of the author

All graphic attachments, each sheet in the notebook and posters must be marked with a unique code in the upper right corner of each sheet (Arial font, Bold, size 50pt for graphic attachments, or 24pt for the notebook). The unique code should necessarily consist of two letters and five Arabic numbers, which are selected by the author. Sheets should be marked with ordinal numbers in the lower right corner. The font of the texts in the notebook is Arial, size 11pt. The language of the competition is Serbian (Latin) or English.

The competition paper is submitted:

  • in a packed/compressed folder (electronic .zip, no larger than 100 MB), exclusively named with a selected code of five Arabic numbers and two letters (e.g.: AB12345). If the content of the competition paper is greater than 100 MB, form another packed folder, which must be named with the ordinal number as continuation of the selected code, and then the zipped folder will be called, for example: AB12345_1 and AB12345_2.

Packed (“zipped”) folder/s, not larger than 100MB, should contain/s:

  • A notebook with narrative explanations and graphic attachments, size 42×29.7cm (A3), defined in Chapter 10.3 under point 1 in .pdf format
  • Graphic attachments, as defined in Chapter 10.3 (2), in .pdf format
  • Material for the electronic exhibition, as defined in Chapter 10.3. under point 4., in .jpg format

a special packed (“zipped”) folder, not larger than 100 MB, is delivered separately with the mark of the selected code with the addition of the word “animation” (e.g. “AB12345_animation”) and should contain:

  • 3D ANIMATION lasting up to 1 minute

Contest paper that has not been received by the contest announcer within the time limit set for submission, that is, received after the expiration of the deadline, will be considered untimely and will not be considered. Each participant is allowed to submit only one contest paper without variant solutions. At the end of the deadline for submission, the participant of the contest cannot withdraw or change his contest application.

The technical form processing of the contest paper according to the specified description and requirement and dimension is the mandatory content of the contest paper. Papers that do not contain the above and required elements and attachments will not be considered.

With the electronic submission of the competition application, the participant is obliged to send by mail:

  • a sealed opaque envelope labelled “AUTHOR” and marked on its rear side with a selected application code made of two letters and five Arabic numbers, font Arial, Bold, 24pt.
  • a sealed opaque envelope labelled “CONTACT” and marked on its rear side with the selected application code made of two letters and five Arabic numbers, font Arial, Bold, 24pt.

Both envelopes should be sent to the address: Belgrade Urban Planning Institute JUP (for competition), 56 Bulevar despota Stefana Street, 11 000 Belgrade, Republic of Serbia. The name of the author should not be written on the envelope, so as not to violate anonymity.

 The “AUTHOR” envelope should contain:

  1. Narrative document in A4 format containing:
    • The used selected code made of five Arabic numbers and two letters;
    • Author’s (s’) names with signatures;
    • Statement of acceptance of the terms of the contest;
    • Name and surname of the person authorized to represent (may or may not be one of the authors);
    • The e-mail address for notification of the jury’s decision;
    • A statement in which the author or the author’s team declares whether they want the work to be exhibited at a public exhibition under a code (anonymously) or under the name of the author(s);
    • A statement in which the author or the author’s team declares on the method of distribution of the prize in percentages, with data and instructions for payment for all named persons;
  2. One poster printed for electronic exhibition reduced to size 29.7x 21cm (A4), horizontally oriented (any of 5 posters for e-exhibition, reduced to A4)

The “CONTACT” envelope should contain a narrative document in A4 format containing the address and phone number of the author.

The deadline for sending an envelope is 17.12. 2024. by 23:59 (GMT +1).

Ensuring anonymity when sending the envelope “AUTHOR” by mail, is made possible by:

  • sending ordinary mail without a return receipt with the appropriate number of postage stamps (depending on the sender’s country);
  • opening the mailbox to receive the return receipt;
  • sending via express mail service (DHL, Fed Ex,…) with a note for anonymous sending (envelope “AUTHOR” inside the mailing envelope, on which there is no indication of the AUTHOR’s code).

  • Start of the contest period/date of advertising 04.10.2024.
  • Questions about the competition can be asked by the participants until 09.12.2024.
  • Questions and requests for additional information or clarification are submitted exclusively through the official website: www.muzejnikoletesle-konkurs.rs/en/questions-answers
  • The answers of the jury to the questions asked, exclusively to questions related to the call and the program of the contest, will be published on the official website of the Contest within seven days.
  • The deadline for submission of competition papers is 17.12.2024. by 23:59 (GMT +1).
  • The publication of the results of the competition is until 31.12.2024. by 23:59 (GMT +1).
  • The results will be published on the website www.muzejnikoletesle-konkurs.rs/en/results
  • Awarded and unawarded applications, will be announced in electronic format on the website www.muzejnikoletesle-konkurs.rs/en/exhibition-of-works within 30 days from the Contest results publication date. All applications will be published with basic data (code of the work, prize, name (s) of the author unless otherwise indicated in the application for the Contest).
  • The author of the contest application is the participant who produced the contest paper and thus published the author’s work under his own name by the act of submission to the contest. The author team consists of the signatories of the contest paper, co-authors, and thus holders of all common copyrights. The Participant’s copyrights are defined in accordance with the law governing copyright and other related rights.
  • By submitting the competition paper, the authors (author’s team) assign the transfer of all property rights of the author to the Client if the work in question has been awarded or redeemed.
  • Awarded and purchased applications can be used in whole or in parts and through the preparation of technical documentation will be adapted to the situation on the ground, i.e. spatial and technical possibilities and constraints.
  • The Client has no obligation to hire the author as the executor of the planning and technical documentation.
  • During the further elaboration of the project, the Client will consult the authors of the awarded and/or redeemed works, whose works have been selected for further elaboration, and the authors will provide consulting services to the necessary extent. Any possible cooperation will be regulated by the parties in a separate agreement.
  • By participating in the contest, the author(s) agree to act in accordance with the conclusions and recommendations of the contest jury, which will be stated in the Report of the Jury of the contest regarding the further realization of the awarded work. The author accepts that in the further elaboration he acts in accordance with the suggestions of the jury and possible programmatic and technical changes of the project task and adapts the solution for the needs of further elaboration stages.
  • Further development of the project is carried out in accordance with the Law on Planning and Construction (“Official Gazette of the Republic of Serbia”, Nos. 72/09, 81/09-corr., 64/10 — CC decision, 24/11, 121/12, 42/13 — CC decision, 50/13 — CC decision, 98/13 — CC decision, 132/14, 145/14, 83/18, 31/19, 37/19- other law, 9/20, 52/21 and 62/23) and the Regulation on the Content, Method and Procedure of Drafting and Control of Technical Documentation by Class and Purpose of Objects (“Official Gazette of the RS”, No. 73/19).
  • The authors reserve the right to publish their works.
  • The Client has the right to use all incoming works, to publish them and promote the results of the contest.
